Your point is well-taken. Technically Bolton was neither arrested nor perp-walked. He surrendered himself into temporary custody and then nothing (yet) has come of the indictment that I am aware of. So though it was not a terribly memorable event, it was nonetheless at least an attempt at accomplishing something "high profile", like Comey and James.

He was put into custody by US Marshals. That means he was under arrest. He was charged with 18 felonies. He went before a judge and said he was not guilty. The judge then released him from custody until the trial. The DOJ told the judge they would need until May to go over all the evidence.
Did you expect an arrest, trial and sentencing all within a week or so?
