It appears to me that she was attempting to just drive away. I can see why a law enforcement officer could have thought she was trying to hit him, but it would have been wiser of him to not stand where he could possibly be hit.
Not blaming him for shooting, but pretty clear indication of lack of proper training.

It's pretty clear that there was an altercation and the officers were requesting that the woman turn off the vehicle and step out. Instead, she escalated the situation.
It's sad, but it need not have happened at all.
