Most airlines carry handcuffs stored for the crew. But the thread identified passengers and not crew. It didn’t say the crew was part of the action.

It didn’t say the passengers were the ones who handcuffed him, either. It just said that he WAS handcuffed.
Crew now have access to zip ties. And duct tape.
