Sounds like you need better sheriffs and better laws.
Minnesota might be the same, Im sure its a state issue.
Here we have open carry and concealed so “no printing” laws wouldnt make sense.
“concealed” means “concealed” in every state regardless of actual law wording and other provisions. Don’t try to tell the judge you were just carrying “sort of concealed.” Don’t be “Printing” when talking to your bank teller lady——in any state. The floor might hurt your nose.
