good question. Dept. Of Energy has legal authority to buy oil to fill SPR. According to GROK: In 2025, Congress passed the Working Families Tax Cut (a budget reconciliation measure, P.L. 119-21), which appropriated $171 million specifically for purchasing crude oil for the SPR, plus $218 million for maintenance through FY2029. This also repealed a prior mandate to sell 7 million barrels in 2026–2027.
