It was intended to be that way. Later on in the song there’s a verse that goes like this (from memory, so I may be a little off):

Well, it may sound queer
And funny to your ear,
A little bit jumbled and jivey.

But it’s mares eat oats
And does eat oats,
And little lambs eat ivy.
