Allen Dulles head of the OSS in Berne Switzerland, (and later head of the CIA) negotiated the end of the war with the top Nazis, and allowed them to escape to South America, and ignored their presence there. No other interpretation is credible. Fascists in South America were a defense against communism, and for Dulles and the CIA, that was a good outcome.

I didn't write that he was exactly. I did note that he was stationed as the OSS head in Berne, Switzerland, which was neutral in WWII. Therefore, Switzerland was the perfect place to negotiate the peace. Those negotiations have been kept secret for decades. The peace was negotiated, not unilaterally imposed by "uncondtional surrender".

The CIA hired known Nazi war criminals to spy on our enemies. They hired Reinhard Gehlen, Hitler's top intelligence officer during the war. It was called the Gehlen Organization. He hired his own spies, and the CIA never knew who they were, or who they were paying. As time went on, even Gehlen didn't know who was employed, because people he had hired, were hiring their own people, and so on. Many SS, S.A., and former German police were being paid by taxpayer money, and they set up their own ratline to help Nazis escape Germany. Josef Mengele was one of them.

When the CIA realized that the majority of the "intelligence" they were being fed by this group was gossip, rumors, and made-up crap, they ended the organization. Gehlen went on to run Konrad Adenauer's intelligence office in West Germany. He was forced to resign in 1968 when a German spy he had hired turned out to be a Russian mole.

The CIA also hired Klaus Barbie, known as "The Butcher of Lyon." They moved him and his family to South America. When French officials asked the CIA about Barbie's whereabouts, they lied and said they had no idea where he was. He remained on the CIA's payroll until it became an embarrassment for the agency. Nazi Hunters Beate and Serge Klarsfeld had discovered Barbie in Bolivia, and raised a big stink about it. Barbie was arrested in 1983 and turned over to French authorities, tried and convicted in 1987. France had gotten rid of its death penalty some time before, so he was sentenced to prison. He died in 1991 at 77 years of age of Leukemia.
