Allen Dulles negotiated to surrender of German troops in Italy in 1945. He had nothing to do with the Nazis in Germany surrendering. He was not the head of the OSS, William Donovan was,
I didn't write that he was exactly. I did note that he was stationed as the OSS head in Berne, Switzerland, which was neutral in WWII. Therefore, Switzerland was the perfect place to negotiate the peace. Those negotiations have been kept secret for decades. The peace was negotiated, not unilaterally imposed by "uncondtional surrender".
