We live in a mostly free market capitalist society => The market (everyone) decided. There are enough validated use cases showing people pay for services that require AI to convince CEOs and venture capitalists to invest heavily.
I dontbthink the market decided anymore than we all decided to drive electric cars to prevent global warming. There was an outside force there.
