I don’t think it has a fixed meaning. Some have said it’s the equivalent of a shrug, or a way of saying ‘so-so’ or ‘it’s all the same to me’.

If kids are causing a ruckus in fast food places to try and be the 67th order, maybe they’ll get bored and find another game if nobody ever gets 67.
I can think of worse things kids could be engaged in for silly fun; but I don’t blame the business for trying to take the wind out of their sails.
