One suggestion might be to use bigger, nastier missiles. Then use a ‘sea cleaner’ ship that picks up the debris and then air-drop the garbage on the area that the speedboat took off on. You know, just a warning. Some rotting human flesh in the drop along with a couple sharks wouldn’t be bad either.
