Yes. When you look at the fact that it is almost always (but not always) black men, who make up 6% of the population, and out of that 6% somewhere between 2-3% are responsible for committing 40% of crimes of the most violent kind.
That means that in a town of 100 people, 2 or three people in that entire town are responsible for more than 40% of the murders, rapes, armed robberies and aggravated assaults that occur in that town.
Just to paint the picture. In any sane society, those two or three people would be rounded up and punished or banned from the town.
