The #1 top eligibility requirement for government handouts should be American citizenship.
If applicants are not citizens they should NOT be receiving any government handouts.
There are laws on the books to that effect but our crooked politicians and bureaucrats don’t obey our laws.
Citizenship is required for voting in a Federal election...not required for anything else. My grandparents never became citizens.
