The trucking companies should pay through the nose to get their trucks back!
The trucks should be driven to an undisclosed location and have their wheels locked up. A driver with a U.S. passport showing a native-born citizen should have to present themselves to local officials. These drivers should be able to pay a steep storage fee. Once the funds are secure, the location of the truck, the keys to the truck, and the keys unlocking the wheels can be supplied.
This should be a money-making method which would encourage other states to go looking for these trucks from New York!

No mention in the article of DHS forcing NY DMV to determine where the license was issued, who handled it, how many such licenses they have spewed, who was getting paid under the table, etc. Totally unacceptable.
