How did these little bastards live all this time before the environ-mental cases decided that the reservoirs built long ago had to be at near empty to ensure their survival in that environment, and that that consideration trumps all others. There is also an anti-dam movement, so for the rabid Enviro-Mental crowd, rabidly protecting the delta smelt especially makes sense because it helps to make dams and reservoirs less useful and easier to remove.
