Not sure about today, But in the past, the halftime shows were paid for by the artists.

Many artists said Nah, to footing the bill for a free concert that they had to pay for.

I can’t find any evidence that performers used to pay to be the halftime performer for the super Bowl. There was a time the NFL struggled to get a show for halftime. It wasn’t until 1993 when Michael Jackson performed that the modern idea of a halftime show started.
