If a child cannot read and write, either the parents have abdicated their responsibility, or the child has a learning disability that must be addressed.

Stating that a child might have a learning disability that must be addressed is not blaming the child! If there's a disability, the school system must address it (if the child is in school).

Also, I wrote in that post:

"I would take these anecdotal stories from teachers with a grain of salt. They say the kids aren’t reading at grade level? They should be more concerned about the material the kids are reading. Some schools are giving the students pornographic books."
