I assume the question is posed by Tariq Nasheed.

Honest answer:

When a smooth knife is withdrawn quickly, without twisting or wiggling, the flesh closes back together but does not seal.

It takes a short while for the blood pressure and increasing heart rate to force the blood to the surface and open the wound.
