I wonder....what if you wanted to get all the generals out of their offices so they could be searched or some of them could be set up to be survailled, bugs and all that? (And of course some could be removed from their positions.) If you bring them all in at the same time maybe not as likely they would be suspcious?
(Perhaps I am too suspicious.)
