😃 It is a major job - as meyer (?) can probably confirm. It is likely a large 3-phase sub-station and a major power feed! A terrorist would probably just lob a bomb at a major transformer or similar. ❓

If the UN building is anything like large buildings in Cleveland, it has 2 separate distribution voltage feeds from 2 separate sources, and redundancy extends to 2 transformers, or more. It might even have separate substations for separate parts of the building/complex.
But the local power company could do it fairly quickly if necessary.
