I've concluded Q took the image from the Hillary account. The images are an exact match.

The first time this image showed up in black and what was Oct 16, 2018 when Hillary used it as a background image. It's also the first time on the web with the extra wide shot. Q posted the image March 2, 2019, so Q picked up the image from Hillary's page.
