I read the same thing. It wasn’t in the article at the link below because I found this for the first time just now. I’d never be able to locate the original article now because I’ve read too much already.

The speculation involved here is an uninformed view.
This is a view of jersey-type material moving up and down.
That the movement takes the shape of a square cannot be considered definite evidence of "ballistic fabric" or a 'vest' underneath.
Those on this forum who sew or work with fabrics can understand this.
