I agree with you. I thought the fact that the attorney in place said there was no case against James was enough to stop Pam until President Trump decided to fire him and replace him with someone good (Halligan). It's great that Trump and Pam were together on that because if Pam tried to go ahead with a corrupt attorney, James & company would be celebrating their escape.
side note: Earlier today, I misread the resignation letter grey_whiskers posted and thought it was Halligan resigning. No coffee in the house, so I to make do with a pet-startling 'WHAT?!" I had to slow down and read it again to see it was Comey's son in law's letter sent TO Halligan.
