I could explain it more if I knew more about it. It was vaguely described as having the ability to jam and disrupt cell communications and to allow communications among its subscribers outside of the watchful eye of our government.
Not that I see hiding comms from dot-gov as bad, if all people were good. But we can see that not all people are good.

Permits?
We don’t need no stinkin’ permits.
They probably had every permit imaginable to mankind, since if nothing else, TVA was all about the procedures and processes (except when they weren’t)
Also note that the Army Core of Engineers does not have authority over all that TVA does. For example, while the ACoE runs hydroelectric dams along the Cumberland River, TVA runs the ones on the Tennessee River. Except that there is still some corp involvement in the system of locks along the Tennessee river.
I don’t think that the ACoE is involved at all in TVA’s nuclear plants, nor their coal and natural gas plants. This was to be one of 4 nuclear plants that TVA was going to build but abandoned in the 80s. There is about 30 feet of the cooling tower that was never built at Phipps Bend up in northeast Tennessee. It was to be one of those nuclear plants.

Wouldnt be a bit surprised if Trump and his Admins use this shut down to hand out additional pink slips to loyal democrat public servants buried in the bureaucracy.
That act along would force these stubborn democrats (true to there jackass symbol) to come to the table in honest broker ship instead of for political pagentry and virtue signaling. I hope their loyal plebs pay the price of their leaders ill timed insolence and get thrown out of their jobs like all the others who mouthed off about Charlie’s assassination.
None of this may happen but Trump has a funny way turning a negative into a positive/ useful learning opportunity. The left needs to learn, the more they fight the more they lose. Apparently, they haven’t figured that out yet.
Speaking of implosions (gone wrong), look up the controlled explosion taking down the stack at Ohio Edison’s old Mad River plant in Springfield, OH a few years back. It’s “interesting”.
Given some of the things I have done this is a VERY good thing.

1. There is no true shutdown, and
2. Superfluous employees will get sh*t-canned and their Union can’t do JackStuff to save their jobs.
