How many kids have fallen through the cracks while under social services care. I remember reading stories of children that went missing while in foster care, and it wasn't discovered until years later. A 10 year old girl repeatedly runs away from home, and nobody saw that as a fire alarm?

There are good people in Children's Services. That should never be confused with Children's Services being a good department.
