I think these people prey on the emotions of older people. Unfortunately, many can be manipulated through their fear of losing their livelihoods or through their loneliness.

Indeed. These are people of a generation that trusted the ‘’government’’ and if some governmental agency is contacting them their reaction is usually “I must have done something wrong because the government is calling me so I have to do what they say or I'll go to jail!''. So sad. Scum like this who prey on the elderly should have a special place in Hell.
