He seemed like a caricature of someone on coke or meth. Brisk little rubbing under his nose and the 'wired' body posture of someone drugged up but confident they are passing as normal.

Yup, Newsom’s current hand and head movements indicate he has fried his brains with meth and coke.
Many years ago, I had an acquaintance I used to do historical research with. She lived in Pa. I lived in NY state. She confided in me that she used to do a lot of hard drugs. She apparently moved from drugs to alcohol, and drank a lot of wine. The longer I knew her, I witnessed terrible mood swings, and that she would easily fly off the bat at minor things. I ended the acquaintance as I wasn't about to walk around on eggshells, worrying about doing or saying anything to set her off.
Several years later, she and her sister visited friends I had introduced her to in S.C. when we were still doing research. The husband was a Civil War buff. The wife and sister were alone at one point, and the wife said to the sister that it was too bad that we had parted ways. The sister told my friend's wife, that she wasn't surprised at it, and that it was likely her sister's fault. I was grateful they told me that. It confirmed my story to them about my research partner's outbursts.
