According to police, officers from the 35th District responded to a report of a shooting on the 1700 block of West Olney Avenue on Thursday, Aug. 14, at 12:55 a.m.
A 43-year-old man was walking up a hill when he encountered a woman with three dogs. One of the dogs was on a leash, while the other two were not.
Police say the man announced that he was going to pass by the woman, who then called for her dogs. However, the two dogs that were off-leash ran toward the man. He began yelling for the owner to retrieve them, and as the dogs continued to approach him, he discharged his firearm several times

This article is an example of the typical trash reporting that passes for journalism these days.
Were the two off-leash dogs little furballs looking to play with a new friend? Or were they two crazy, snarling beasts?
It matters. But the author evidently did not bother to find out.

Some people are just a$$holes looking for an excuse to pull their thing out and use it.
Some dog owners are irresponsible.
Were the dogs Golden retrievers? Black Labs? Pit Bulls? Malinois? Miniature Poodles?
How did they approach the man?
How do you justify shooting a dog just because it’s off leash.

What’s more, those leashed dogs are correct about the unleashed dogs being a threat.

There’s a really nice nature trail near me. I walk it on occasion.
The owner of a house that borders the trail bought a pit bull. It’s one crazy dog, jumping and growling at anyone who passes by.
The dog is chained to a post. So no worries. But now I carry a revolver when I walk that trail. Because I don’t know how strong that chain is.
When such stories include the breed of the dog, particularly those in the fighting dog group, agitators for that breed go nuts, hounding the publication by claiming it has to retract and ‘that’s not a pit bull’ and ‘they aren’t dangerous! You’re stigmatizing the innocent breed!’ and ‘it’s the owner’s fault not the breed!’. In the comments, the equivalent of chair throwing brawls break out, if they are fighting dog/breeds. People screaming that only the ignorant believe that’s a pit bull (or related breed) etc.
SO, when a fighting dog breed is involved, the news papers and online publications increasingly omit the name of the breed, similar to the practice of removing race from the description of a wanted murderer who fled on foot.

The reasonableness if the shoot depends very heavily on the breed of dog. If they were friendly types like golden retrievers or labs or if they were just little dogs its not reasonable. If they were pit bulls, its quite reasonable to open fire rather than allow them to sink their teeth into you.
When i carried in philly i figured i would shoot a dog before i had to defend against a person. Lots of large aggressive dogs.

Well, I am a dog lover and have never met or encountered a dog that I was afraid of... even two loose, huge dobermans running the neighborhood at 2:30 am. I wrestled and played with my three boxers enough that I don’t fear them. Now... if I was getting bitten, I would definitely defend myself and the dog would not survive.

As a CCW he should know to avoid situations that might require a firearm. De-escalation is the word.
Even if he’s found completely innocent by a prosecutor and in a civil action, I’m guessing he would have chosen a different direction than walking towards two unleashed dogs that he felt threatened enough to shoot.

If a large pit bull or similar dog ribs at you, this seems like a decent reaction.

Not completely. If the dogs not on leashes had not been inoculated, then they could spread rabies, leptospirosis, ringworm, salmonella and toxoplasma, besides getting infections from bites and scratches. All of these could be on what appears to be a healthy dog.
It isn’t the dogs’ fault. It is the fault of the owner that didn’t have control of the animals in a public setting where human and dog are capable of conflict. They should have been leashed and there’s no way for the man to know their shots were up to date. He was protecting himself.
