The homeless are not a monolith. Many are druggies. Some have lost reality in their minds. Some are criminals, sluggards and worthless people. Some got punched in the mouth through no doing of their own.
There is no affordable, practical way to put all of these people somewhere and take care of them.
I think most of the homeless either have mental issues or substance abuse problems. Few are on the streets just because of poverty.

Sure there are. Change incentives for the ‘homeless industry’ ... No federal money, no tax breaks if their facilities are less than half full over any given month. Right now the incentive to keep the ‘riff raff’ out except of PR filming. Less cleanup work. And this way they can blame the homeless while raking in donations from the gullible.
Take those with mental problems and institutionalize them. Protect them from themselves.
Stop subsidizing the homeless. If they want food they go to city wide sites and eat there. No more ‘food stamps’ until they’re officially ‘with home’. No more disability pay... until they’re ‘with home’ if they’re disabled the government will treat them not pay them.
Jobs cleaning city walk ways, parks, public bathrooms excreta will be provided for those who want make extra cash. Just take all the toxic incentives that put these people in a ‘hell on earth’ type setting and reverse them.
It should help a great dal to deport illegals, everybody is counting on that.

I think we are now there, and we made this mess, and not sure why the age old cycle has to work this way, but it does.

I respectfully disagree … and offer this solution.
Every county in America has a fair grounds with kitchens, bathrooms and other amenities.
Most are close to medical and law enforcement facilities.
Put the homeless somewhere during fair time but otherwise use those facilities year round.
Then…. Create low security incarceration areas to temporarily hold extreme problem people who have to earn their right to be able to wander freely during the day …
