Where I live, the truly down on their luck homeless is about <5%.

There are many resources available here for the homeless who will agree to follow rules and not use illicit drugs. Problem is, they value their addiction more than having shelter.

The other 95% are either deranged, criminals, addicts, or any combination of the three.

My city, per capita has one of the most “unhoused” in the nation.

We are sick of the crimes, the open drug use, the litter, and the dirty needles in our parks.

Correct. My daughter is an EMT in our area. At one call, she encountered a woman who had OD'd. The EMTs were going to give her Narcan. The woman resisted-- she had spent good money on the drugs and wanted to enjoy her high even though she was barely conscious.

This is what the thought process is.
