I don't see anything in the Scriptures to indicate that the Tabernacle at Shiloh was anything more than the tent used by the Israelites in the wilderness. It wasn't until the 1st Temple was built by Solomon that it had a permanent structure:
"Now when the king dwelt in his house, and the Lord had given him rest from all his enemies round about, the king [David] said to Nathan the prophet, “See now, I dwell in a house of cedar, but the ark of God dwells in a tent.” And Nathan said to the king, “Go, do all that is in your heart; for the Lord is with you.” (2 Samuel 7:1-3)
