it definitely IS overweight unless she’s a championship weight lifter:

Upper limit (BMI 24.9): 24.9 × (71²) ÷ 703 ≈ 179 pounds

Healthy Weight Range:
133 to 179 pounds”

She is 16 lbs above the range. On a government scale that many health care workers recognize as being inadequate and that is being replaced.

But you believe everything the government says.
