No, a consulate is not considered the national soil of the sending country, just as an embassy is not.

While both embassies and consulates enjoy a high degree of diplomatic immunity and are protected under international law—specifically the Vienna Convention on Diplomatic Relations (1961) for embassies and the Vienna Convention on Consular Relations (1963) for consulates—they are located on the territory of the host country and remain under the host country’s jurisdiction.
