Yes, that’s typical of what happened in the Soviet military during WW2.

That and the quality of their hardware is absolutely garbage.

The CCP knows that at any time it wants to, the military can remove them from power and there isn't a damn thing they can do to stop them.

This "Party Work" is designed to
1) Indoctrinate the military members into supporting the party and hence, coming to the Party's defense.
2) Identifying and removing individuals with insufficient zeal in supporting the party
3) Continually taking the temperature of the military as a whole so that problems can be identified early.
