Looking at those numbers, percentage R versus the number of seats, I feel as if a court remedy might be reasonable that would require that party representation be reasonably close to actual representation. So if a state is 35% republican, roughly 1 of 3 seats ought to be republican. Give or take a bit, of course. Looking at MA in your chart, that would mean that there is a fraudster in the vote pile.
