(I don’t mean to imply Ratcliffe is being insincere; I just mean we shouldn’t get ahead of ourselves.)
The Fifth Amendment to the U.S. Constitution states that “No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury”. “Infamous crimes” typically refer to felonies. This requirement applies to the federal government. Federal felony charges must be brought through a grand jury indictment.
