That is a cynical attitude. Even the report says that this one guy was surrounded by other non-participating cops one of whom was an animal lover.

I work with and around cops a lot and the rule is they are compassionate and reasonable. The bad cops are the exception.

Don't judge the whole by certain exceptions.

But this man needs to be out of this job permanently. The bunny is bad enough, but he’s also a threat to his fellows.

I don’t think that’s true, but it should be tested for, and if indicated, that person should obviously not be allowed to work in law enforcement.
