If we expect citizens to file annual tax returns and get current rabies shots for their dogs, then we can reasonably expect visitors to this country to update their location and status at least annually.

its not that they were stealing ...it is what they were stealing. Candles are a problematic item to steal. I buy these candles. Even a small amount of heat in a short time starts to damage them. And the wicks will move. And several groups only steal candles
