European Union envoys are on the verge of agreeing an 18th package of sanctions against Russia for its full-scale invasion of Ukraine that would include a lower price cap on Russian oil, four EU sources said after a Sunday meeting.

The sources said they had also agreed to a dynamic price mechanism for the price cap. On Friday, the European Commission proposed a floating price cap on Russian oil of 15% below the average market price of crude in the previous three months.
One of the sources said the initial price would be around $47 a barrel based on the average price of Russian crude for the last 22 weeks minus 15%. Further, the price would be revised based on the average oil price every six months instead of the proposed three months.
Slovakia - which has held up the proposed package - is still seeking reassurances from the European Commission on its concerns about plans to phase out Russian gas supply but it has agreed to the new measures, the sources said.

As to the new ‘price cap’, I would expect the results to be about the same as last time, which is that China and India continue to buy their oil for Russia at near-market prices and the war continues UNABATED, with Russia continuing to roll up (what was) Ukrainian territory.

The irony is Europe needs the cheap Oil and Gas it could get from Russia to compete, yet they are willing to pay through the nose for LNG from the U.S. and other places. The other Irony is the U.S. destroyed the Nordstream pipe lines that put German industry and utilities in such a bind and caused their economy to crash.

Depends on whether US and allies can replace Europe’s energy needs. With US tariffs on Canada, I’m sure Canadians would be eager to sell their oil to EU.
I don’t think Canada will want to work with China if that means more tariffs on Russian trading partners.
Russia is a pariah state almost as bad as Iran. But they have nukes.

If europe had a morsel of sincere outrage at the invasion they would buy no oil, or anything else, from Russia.
As it is, the case can be made europe endorses the war to continue indefinitely so they can buy cheap oil. That will show those nasty Russians…..
