Christina Propst .. is a pediatrician responsible for the health of our smallest and some of our most vulnerable citizens. Presumably, she pledged an oath to do no harm at some point ... Over the weekend, she proved that she's nothing more than a vile, disgusting excuse for a human being.

Patients of hers could do the country a service and report her behavior to the medical board. Yelp reviews or any public forum could also be used to expose her. Herman Hospital in Houston also has complaint forums that can be used. Have at it free citizens.

In this case, yes but not in all cases of that phrase. It can also be a term or endearment/love/sympathy/empathy/pity depending on the context and the person saying it.
