“There’s going to be a lot of finger-pointing, a lot of second-guessing and Monday morning quarterbacking,” said Republican U.S. Rep. Chip Roy, whose district includes Kerr County. “There’s a lot of people saying ‘why’ and ‘how,’ and I understand that.”
“We know we get rains. We know the river rises,” said Kerr County Judge Rob Kelly, the county's top elected official. “But nobody saw this coming.”
Kerrville City Manager Dalton Rice said he was jogging along the river early in the morning and didn't notice any problems at 4 a.m. A little over an hour later, at 5:20 a.m., the water level had risen dramatically, and “we almost weren't able to get out of the park,” he said.
Rice also noted that the public can become desensitized to too many weather warnings.
Kelly said the county considered a flood warning system along the river that would have functioned like a tornado warning siren about six or seven years ago, before he was elected, but that the idea never got off the ground because of the expense.
“We’ve looked into it before … The public reeled at the cost,” Kelly said.

I found it interesting that they already had posts for the “road closed” signs already set there. Also the non-vegetated zones goes up to that mark. Obviously it floods to that height with some regularity.

I agree with folks that suggested roving guards and watches at camp sites to monitor weather and general camp safety. A buddy team already awake, alert, situationally aware, and ready to call in assistance when needed.
The REAL TARGET is Ken Paxton, who’s running for Senate next year. But since Paxton has nothing to do with flood warnings (he’s currently Attorney General here), they figure they’ll try to tar him by association >> “Texas Republican leaders caused this mess, Paxton is a Texas Republican leader”.
As to river warnings, I can see people having ‘warning fatigue’, since we seem to get an Amber Alert every time a parent forgets to pick up their kid at daycare, and get a Tornado Warning every time a tree branch moves, so they do need to work out a balance here.

bullshit ... they had plenty of warnings from the National Weather Service that SEVERE rains were on the way, but they were too stupid, incompetent, backwards, and/or lazy to do anything about it, you know, like issue local emergency warnings ASAP ...
around here, we have reverse-911 emergency warnings for BFD events ...

Initial flood watch warning went out the previous afternoon around 1:18 PM - people ignored and went to bed to wake up to catastrophe...
Yup you are right about Ken Paxton. Yesterday’s tv emergency round news conference from Gov Abbott and all his colleagues had Bondi sitting on the Gov right side and John Cornyn on his left, front row.
I about got sick -never saw Cornyn front and center for any other TX emergency conference. He was first to speak after Gov and Bondi. No sign of Cruz or AG Paxton-probably not asked or notified to come.

There were NOT plenty of warnings.
The two urgent warnings came in the night.
The previous day forecast said heavy rains (8 inches) possible. The river rose at a rate of 12 inches per minute.
Enough of the profane blame game.

Maps of flood prone areas have been around for years and local emergency management agencies should have assessed those hazards. These camps should never have been allowed to be built in areas subject to flooding or at least should have been required to have and tested evacuation plans. It seems that local authorities dropped the ball
