Pacoima is a subdivision of L.A. city....but it is at the edge of the city, Pretty much empty space after Pacoima ends..

Northridge, Granada Hills, Sylmar, Chatsworth, Van Nuys, Encino, Tujunga, Sunland, etc. are subdivisions of the corrupt, poorly run L.A. city also. L.A city subdivisions in the San Fernando valley have tried to secede from L. A. city before.
