yes, that has been the claim. An email from him seems to say “make those responsible pay” (paraphrase) referring to the dump of emails. Vague enough for plausible deniability, but hopefully other evidence will connect the dots. He and his smarmy mouth would be another one many would love to see answer for many crimes.
