Whothehell ever gave the counter sniper orders to not fire unless he saw fire belongs in jail for a long bleeping time. The whole idea of counter sniping is to prevent the kill shot. That very instruction makes the case that someone was hoping for a kill and wanted to destroy the shooter/witness
