Tibetan monks would have no problem eating meat. In fact they'd pretty much have to living in Tibet. But it would be counter to the views of Vajrayana Buddhism to make distinctions like that no matter where they lived.
I didn’t mean to imply that Tibetan monks don’t meat, just that most of man, no matter who they were, or where they were,would not be able to get adequate nutrition without animal products in their diets.
