Law suits are fine, but arrests will get the desired effect much quicker.

Arrests prior to conviction would have to be 'normal' for that crime or people will claim some kind of political witch hunt. If anyone should be found innocent, then the defendent would then sue for defamation (having public reputation destroyed, enduring public arrest and disruption of home/work life- without conviction).
