You need clear, bright-line rules so that they are enforced evenly and fairly, and not at the whim of whomever is enforcing them. That leads to inconsistent standard, confusion, etc..
Regardless of how big or small it is, if the policy is "no fanny packs", then no fanny packs regardless of how unobtrusive it may be. Don't want to follow the rules, don't board the plane.

The term "fanny" in Aussie slang refers to the female genitals, which is probably why she called it a "bum bag".
