Doesn't "off shore" usually mean "outside the country" rather than "on an island that is part of the country". Unless they are trying to maintain the illusion than Hong Kong is still independent.
Calling Hong Kong off shore would be like calling the Kodiak Island Gold Reserve off shore. It's just like Fort Knox, but with hungry bears guarding it.
