It’s just bad writing in the headline.
I bet they do it on purpose to get people to read the article to see what they’re talking about.
I think it’s more that their hires are poorly educated, and they no longer pay for human editors or proofreaders - they let machines do it all.

2. “The Washington Post WAS Named the No. 1 Airport in the Country”
Big difference between 1 and 2.
