Gov Abbott signed HB1902 a few days ago to make Jugging a felony in Texas.

Wouldn't jugging already be a felony depending on the means (weapons, assault, battery) and/or the amount involved? The Fox article didn't really seem to say much of anything about how this new law is much different than existing law.
